Core rules

1. One user may have one account and may not complete their own campaigns.
2. False reports, view automation, timer spoofing, and re-registration are forbidden.
3. Advertisers must state verifiable conditions. Rejecting a report requires a comment.
4. Malware, phishing, illegal goods, and content that infringes third-party rights are forbidden.
5. Financial operations are considered complete once the matching ledger entry appears in balance history.
